My Answer:
Of course i will be good and fair ruler. Being greedy and mean is not a good personality but if some people dont listen then they will be judged of course. They need to follow my laws and rules. I want to make it sure that everyone is happy, no one is suffering and hurt, if anyone will want to destroy me for being a ruler then they need to get out on my country or else... "basi mabitay sila" hehe :-)
